In the early 2000s, many medical schools/teaching hospitals were moved from funding per bed to an elaborate grant ("bench to bedside"), requiring all manner of coercion at all levels of government, "public-private partnerships", participation from any drug/biotech company in the state, and... an electronic health/medical system to be established at least in that teaching hospital _system_. If those systems are actually integrated, it could be difficult to say "meh, we're current on our vaxxes".
