Back up a moment. Why war? Why do countries or even tribes legalize murder with each other? When the American Indians inhabited the North American continent, long before Columbus discovered them, they went to war continuously. The history of the Hebrew people is continuous warfare. American history is replete with war, every twenty years, every generation.
Why? Why do people WANT to kill each other? IMHO, it is inherent to the species. Look at what is going on now. You mention MAD as a way to eliminate war. War will not be eliminated until it is removed from the hearts and minds of the human race. Just the fact that our study of history is based on the exploits and victories of wars shows where our hearts are today.

One more, somehow a people must be able to control the evil of their government. Under test right now is if the people of the USA have enough gusto to control the Deep State and that the balance of power of the Constitution will continue to work under onslaught from the Deep State.
